Policy Report 2020

Toolkit Wellbeing of Migrants

In 2020 COMMEET’s second Toolkit was realised: the “Toolkit for Community Groups to support the Wellbeing of Migrants and Displaced Persons”, in short, the “Migrants Toolkit”. It has become a comprehensive document to be used by local communities who want to show their concern for the refugees/newcomers in their region and welcome them to settle down and integrate in their midst.

The Toolkit was launched in September during a bespoke and well-attended webinar and raised a lot of positive reactions. Now, at the end of 2020 we can conclude that active community projects for Migrants are being supported in Bangladesh and in Malaysia. More initiatives are under preparation.

PREMIUM Research Project Maastricht University

During the first five months of 2020 a research project was carried out by Maastricht University. In its PREMIUM program, designed for outstanding young master students, an investigation was done by a group of 4 trainees, supervised by their professor. Their assignment was to analyse and advise COMMEET on its organisational structure as a Social Business.

The outcomes of the research assignment were extremely valuable and have been used by our Fellowship to restructure and prepare for an international future. Our Vision and Mission were drawn up and validated; strategic programme choices have been confirmed.

Collaboration with Schumacher Institute (UK) and with UNESCO-UNEVOC.

During the last five months of 2020 the Toolkit production schedule for 2021 was defined; in close communication with our Ambassadors it was decided that two new Toolkits will be developed, one for Community Groups to work on Climate Action and another for Community Groups to take care of Vocational and Entrepreneurship Education in their region.

To prepare for the first, COMMEET established a strategic partnership with the Schumacher Institute in the UK. A Memorandum of Understanding was signed. With regard to the second Toolkit COMMEET acquired the support of the UNESCO-UNEVOC headquarters in Bonn, Germany, who will take care of reviewing the first draft of the Toolkit on Vocational and Entrepreneurship Education.

COMMEET fellowship in Bangladesh

In January COMMEET signed a Collaboration Agreement with North South University (NSU) Dhaka, Bangladesh, the Research Group Archives and Records Transition of the University of Amsterdam and the Bangladesh Archives & Records Management Society. Zoom meetings were organised to develop a research proposal on the development of sustainable documentation strategies regarding Rohingya displaced people. Candidates are selected and a research proposal will be written in the period January – April 2021. Point of departure for the research proposal is Chapter I. Developing your own community stories of the Toolkit for Community Groups (-) of COMMEET.

With Oasis for Posterity (OfP) in Balagram, Nilphamari district, Bangladesh, the Community Development Agenda (CDA), established in July 2019 with the advice of two COMMEET fellows, resulted in the Road to the Future project. To establish the CDA the community used the TVET Toolkit of COMMEET. This project envisions transforming an embankment in Balagram Union of Jaldhaka Upazila into a road for enabling easy movement of the residents and children of the cluster village community with the mainstream community and to enable easy participation of the children in education and training of the OfP’s Bluebell School. Its opening will be celebrated in July 2021 when the two Fellows are expected to visit Bangladesh, if the travel bans due to Covid-19 are lifted.

The year-long relationship between Oasis for Posterity and COMMEET was consolidated on 1 September 2020 by the establishment of a Memorandum of Understanding between the two partners, which was celebrated in a digital performance.

A new partner in Bangladesh is the Society of Empowerment and Human Development (SEHD). During the last quarter of 2020 COMMEET Team Bangladesh and SEHD discussed the use of the TVET toolkit for community empowerment of the Koch and Garos people in Madhupur Upazila, district of Tangail, Bangladesh. Due to Covid-19 the activities have not started yet. A Memorandum of Understanding between COMMEET and SEHD was established for this goal on January 17, 2021.

MoU with North-South University in Bangladesh

In the spring of 2020 COMMEET signed a Memorandum of Understanding with the private North South University in Dhaka, Bangladesh. The main aim of this MoU is to enhance a joint promotion of the several COMMEET Toolkits in Bangladesh.

Finances

COMMEET worked hard on improving its financial position, as its balance was practically zero at the beginning of the year. Thankfully two organisations made substantial grants available in 2020. Some Fellows paid for their travel expenses themselves; they will now be compensated. Fellows always work on a voluntary basis and are never paid for the work they do for COMMEET.

Policy Plan 2021

New Toolkits

As stated before, we have decided to develop two Toolkits in the year 2021:

  • The “Toolkit for community groups on Climate Action”.
  • The “Toolkit for community groups on Vocational and Entrepreneurship Education.”

This last Toolkit was originally composed in 2017, but needs a thorough update and also an enrichment with Good Practices.

The launch of both Toolkits is planned for the summer of 2021. After the summer we expect to start with the planning of two additional toolkits, one on “Women Empowerment & Vulnerable Children”, and one on “Racism”.

New PREMIUM Research Project

Our experiences with working with the PREMIUM program of Maastricht University in 2020 were positive, so that we have decided to invite a new group of students to do research for us in the first five months of 2021.

We expect this next group to start with their work in January already. Our assignment for them is to investigate and to advise us on three issues:

  • The position of COMMEET in the international world of Community Empowerment.
  • The way COMMEET could/should communicate about its existence.
  • How to develop an instrument for measuring the social impact of COMMEET’s activities and projects.

As before we are very happy with the continued support of the relevant people of Maastricht University.

Extension Fellowship

While working during 2020 we noticed that our team is too small to cover all necessary project activities for the future: Toolkit development, Helpdesk activities, Network expansion, Project organisation. We decided to make a well-targeted expansion of our Fellowship one of the core targets for 2021.

Startup Migration project Europe

COMMEET has decided to join a consortium that is applying for funding regarding a comprehensive project, in which the COMMEET Toolkit on Migrants could be used in several parts of Europe. Together with Maastricht University and three Greek, two Italian, one French, one Spanish and one Belgian partner an attempt will be made to support the EU Integration strategy. The application will be done in the AMIF: Asylum Migration Integration Fund. The proposal will be submitted in 14 February 2021.

Professionalization website

The COMMEET website was updated considerably in the course of 2020. Nevertheless, a thorough revision will have to take place in the year to come, due to the expansion of the number of Toolkits, and the project activities that will follow on the realisation of these products. Moreover, the website needs to be adapted to the need of our project clients and external partners, to enable them to communicate with each other. All this indicates that we will need to develop a comprehensive and interactive website. During the last few months of 2020 the COMMEET Board already started with forming a small website management team, led by the Board’s secretary.

Professional assistance

The Board is considering whether one or two professionals should be hired to help COMMEET with managerial tasks, the development of the website and with the use of its social media channels.

General Information
The COMMEET Foundation or COMMEET Fellowship aims to facilitate and stimulate regionally based community empowerment. The Foundation tries to reach this aim by establishing an information centre, by spreading relevant information and knowledge and by stimulating new developments for regionally relevant education. The Foundation also aims to engage in all the activities that can help it to achieve it aims. The Foundation was established on 19 April 2017 and is listed in the Trade Register of the Chamber of Commerce under number 51713284. The financial reports have been drawn up according to the rules mentioned below in this annual account. In 2020 the Board of the Foundation CBTVET / NGO Commeet consisted of J.H.C.M. Hermans, chair, M. Schrevel, secretary, R.W.J.M. Braeken, treasurer and P. Ramakers, co-chair.

General Principles for drawing up the annual account
The annual account has been drawn up on the basis of the historic opening balance. The assets and liabilities are valued against their nominal values, unless mentioned otherwise. This is based primarily on keeping accounts according to the principles of the cash accounting scheme. At the period closure corrections will be made for any possible accrued assets and liabilities.

Principles for the valuation of assets and liabilities
Cash and cash equivalents are valued against their nominal value.
Debts are valued against their nominal value, unless determined otherwise. With regard to debts owed to group companies and other related organisations affiliated to the Foundation, agreements have been made that such debts only need to be paid when the liquidity position of the Foundation allows.
Principles for determining the result The result is determined as the difference between the net turnover and the costs and other liabilities during the accounting period, with due regard to the above principles of valuation. Profits are recognized in the year the goods have been delivered or the services have been provided. Losses originating in the financial year are accounted for as soon as they are foreseen.
